You have just taken a step in the right direction towards compliance with the requirements set forth by the State of Connecticut.  In accordance with Public Act 00-151 and Connecticut Statutes section 19a-181b, all municipalities were required to submit their Local EMS Plans to their respective Regional EMS Councils by July 1, 2002.

The intent of the EMS Plan requirement from the State of Connecticut is for each of the 169 municipalities in Connecticut to develop a local EMS Plan and develop written agreements or performance based contracts.  During some recent evaluations, we noted that a very small percentage of towns had written performance based agreements in place with their Paramedic vendor.

We soon realized that the lack of submitted EMS Plans was a statewide issue.  It has long been the philosophy of Emergency Resource Management that we partner with services, in particular the volunteer sector, to help ensure their continued success.  We saw a need to help these services develop and submit their EMS Plans to the State of Connecticut.

When looking at the best way to achieve this goal, we automatically assumed the easiest way would be to contract with the towns and draft and execute the plans for them.  Then we realized that not only would it be cumbersome to write multiple plans, but in fact the best people to write the plan are the ones who make up the plan.  So we figured that with the proper education, guidance and tools, we could help each municipality succeed in development of their plans.

Our "Do It Yourself Kit" will guide you step by step in the development of your plan.  Much of the content was extracted from the "Guidance For Municipalities Local Emergency Medical Services Plan" document provided by the State of Connecticut Department of Public Health Office of Emergency Medical Services.
